i would guess the answer depends largely on what you consider "welfare" programs. give me more definition and i'll give you an answer. my bet is it's a lot larger a percentage than you're willing to admit. it's even larger if one would consider NOT having to pay ANY income taxes a form of welfare...which, and this probably doesn't come as a large surprise to you....i do.
