A not relevant distinction in my view. Something can be illegal but innocuous and conversely, legal but terrible.

Which is worse, jaywalking, which is illegal in some states, or using a racial epitaph, which is not illegal. This defense that Clinton and Gore both used, not illegal, no controlling authority, etc demonstrates the amorality o both of these guys. Although, I believe Clinton's were far more worse. I might add that some Repubs have used a similar defense. The plain fact is that Clinton was and is an evil man.
