The newer plants use newer burning technologies and better scrubbers. Fuluidized beds came in stlye in the late 60's and now we have progressed into powderized fluidized beds,. The newest tech. is actually to turn the coal into a gas , then use a turbine. They also are combining the ability to use waste heat to get efficiencies up to 80%. It should also be noted, heat can run air conditioners. But we are a long way from just using smokestacks. I doubt that the US plants are any dirtier than theirs. We are more developed and have a higher density, and the winds blow our pollution up to Canada. here is a small article on coal technologies.
