He means a deal similar to the one struck with WMB in 98. He will sell
a percentage of WCII's wireless network capacity for cash or swap it against fiber
capacity. The long haul types often engage in capacity purchases of this
type, but the risk is that as WCII gets desperate for cash, it will be
giving away to competitors what constitutes its strategic advantage (ILEC bypass
over the Last Mile).
