<i.I read a article recently about a broker who said that for the last few yrs his job has been to make sure clients who called him to buy xyz.com stock or ultra-hightecko stock were not getting in over their heads.

I may be beating this too much but this broker was doing a service and that was quite ethical even though it may have reduced his/her pay. He or she was not required to do this by law.
