Sounds to me like a short term negative for QCOM on two counts:

(1) The GTE network was CDMA and will be switched to GSM, so there'll be no near term CDMA revenues from this carrier.

(2) There's been some speculation in the past 6 months that a major US carrier, possibly Cingular, the BS/SBC wireless venture, would switch over to CDMA. Doesn't look on the cards with this announcement.

Longer term, since they're abandoning TDMA if you believe this article, AT&T will be left as the sole major US carrier still pushing TDMA, and eventually, all paths lead to CDMA or WCDMA.
