They are protected. I support it. But, boy are they hard to love. There is a huge flock of 'em that hangs out near the land fill. My friend and I were on a hill above a new reservoir for municipal water that they won't let people use. Down over the water (2000 feet below us) the "cloud" of seagulls (maybe 20k birds if I was to guess) was cruising and then landing repeatedly on the lake. Of course, they observed good sanitation habits, right? And I'm sure they never wade through used baby diapers up in the dump, looking for tasty nuggets to eat.
