Its the shorts.

If GE had purchased the 85 million shares without going through their NYSE specialist, then the brokerages are keeping the price down to buy back the shares.

The proper way to invest in your own stock, is to announce buy back or go through the specialist like Gerstner did twice. IBM made a heap of money first buy at $50 then buy at $75. Lou(IBM) even borrowed money to buy their own stock then split it. Cash pool determines the price of stock not earnings. Wall street encourages averaging up, but when you want to sell, they ask you whoelse will want to buy it.

On the other hand due to 402k, privatization of majority ownership is done every day. Chase (H&Q) had divested all of their 85% owned companies in the last few years.

Remember, market making is a bookie operation, you have to talk to the head bookie. Good luck on your investments.
