The problem isn't the FPU. The problem is the small cache, which is a product of the two-cycle latency. You can't run a large cache that fast.

The P4 L1 cache misses about 4 times as often as the Athlon L1 cache, and the L2 is smaller as well.

In short, P4 sucks wind.
