The companies got caught up in the new economy party and are now waking up with a massive hang-over. If they can't find a way to get out of their spectrum commitments then their stocks are going to be great shorts. VOD is the one I am most familiar with.

However, I suspect that the euro-governments will let them off the hook. The Europeans are proud of their wireless industry and don't want to ruin it.
