If the government raises its prices 10 - 15% in several months, it establishes a standard by which other holy cows, like unions, can insist and get the equivalent or more. Some hacks say they can demand whatever they want, but they won't get it. Wrong. That conclusion assumes FED won't prop economy which would make it so they can get it.

USPS is still US government - the employees get federal retirement and benefits. It's what's called a government corporation, so it's off budget, but it's regulated by Congress. I have represented a number of postal employees, and know more about the structure than I should.-g- A lot of the improvements are due to automation, but now that the management has profit-sharing, they crack the whip really hard on the workforce, and it's a big change for the old guys who joined the USPS because it was a feather bed job. The management aren't professionally trained, for the most part they are rank and file that have advanced, and haven't been taught interpersonal skills. So it's kind of an ugly place to work if you are in the mail handling end. The window clerks usually love their jobs.

One thing to keep in mind is that the USPS has a mandate to deliver mail to all over the country, they can't cherry-pick, similar to local telephone carriers.
