No we should spend less.

Even if tax cuts are a bad policy (and I don't think they are) the desire to keep more of what you earn is not greedy. The desire to have governments take money from others and give it to you is. In a way the desire of congress to spend the money is as well, but really its more of a lust for power rather then money.
