I've been paying on other people's debts for the last 40 years, Yes. The surplus taxes belong to the people who paid them and so does the debt because they (the taxpayers) will have to pay the debt - Thanks to Ronald Reagan who lowered taxes and increased spending at the same time. As you know, Congress always appropriated less money than Reagan requested.
