The $25K is very approximately an average or maybe median account size that a typical aspiring amateur day trader has to start with - from what I have seen in my very limited experience.

Do you have any other references about the ruling?
Implementation dates?
sec.gov has nothing I can find. Lots of "how we caught the bad guy" but nothing about margin changes.

I wonder about the software bugs this will cause - some retail trading front-ends may not handle the changes well. Tracking an account as it fluctuates around 25k day by day and allowing margin trading on the correct days will be a task. Clearing firms might be more strict - up the 25k to 50K - to make the enforcement easier for them and to lessen the worry of giving margin to incorrect accounts.

What a mess.
