As MII prepares to issue licenses to operators, test and measurement companies including the U.S. vendor Tektronix Inc. are spinning China-specific solutions to local standards bodies and top system builders. MII's technology coordinator of testing and standardization, the RITT, said it has completed a number of jobs to support the ministry's 3G licensing activities. "The mobile operators like China Unicom and China Mobile are preparing 3G field trials, and a number of infrastructure builders have provided their equipment," said Huiling Zhao, deputy director of RITT. "The operators are facing the end-to-end connection and communication issue, so it's significant for us to discuss test, measurement and monitoring technology now." In a joint effort with Tektronix, RITT recently organized a nationwide 3G test and measurement forum for local operators and global infrastructure builders. China Mobile and China Unicom were co-sponsors. The topics included 3G cellular air interfaces, 3GPP RF measurement, 3G network architectures, GPRS/UMTS protocols and testing, and mobile Internet Protocol. "China's operators are deploying a number of emerging technologies including GSM, CDMA and [the homegrown standard] TD-SCDMA," said Rick Wills, Tektronix president and chief executive officer. "They need to know what technologies offer the maximum long-term advantages with minimum investment required in the existing equipment. They want to be prepared for issues that arise and understand the critical test points as they install 3G networks." To handle the complexity of 3G test and measurement, Tektronix has set up a development center here to provide specific test solutions to Chinese customers instead of selling a single instrument or testing box. Since its acquisition of Siemens' test and measurement sector, the company is deeply involved in test activities for TD-SCDMA, China's local, ITU-approved 3G standard. Siemens was the first global company to support TD-SCDMA. But China is trying to build an international communication industry. Sources here said the country has also put the two main global 3G contenders, cdma2000 and wideband CDMA, into the list of reference standards. Several engineers in Tektronix' Beijing development center are tracking information from international standards groups to local industry. Meanwhile, Tektronix is working with Chinese vendors such as Huawei Technology Inc., the top infrastructure builder here, to develop a full-spectrum solution from development lab to production, and with Lucent Shanghai, which is using Tektronix equipment in production of a 2.5-Gbit/second optical transmission system. "I call it a triangle relationship," said Wills, embracing standards bodies, testing companies and equipment manufacturers. "All three groups have to work closely, to learn and to implement new standards." In Wills' view, "China is a very good example that indicates what the world will be [like]. We spent a whole day at Huawei, which is growing as fast as any company in Silicon Valley. Its investment is very much focused on big drivers, the optical network, as well as 3G technology." Prior to entering 3G work, Tektronix helped organize a similar test and measurement forum here in HDTV, with the Standard Institute of State Administration of Radio, Film and Television. China is scheduled to announce its final HDTV standard in 2003, and the institute will launch field testing on the three current proposals in the first half. Tektronix is cooperating with the agency to prepare a testing system. "We'll help them develop a specific testing solution following their final decisions on a testing standard and parameters," said Wayne Tang, Tektronix country manager for China. >> - Eric -
