Dear Les, the only person culpable are those who smoke. A 50% premium on insurance and the right of an employer to pass on the 50% to the smoker is a solution. The premium can be whatever makes sense. That's the American way. Let the insurance companies decide. The tobacco companies can form an insurance company if they think that the market has decided that the rates are too high. That's the American way. If we publicly hang anyone caught selling cigarettes to children very quickly no-one will sell cigarettes to children. Extreme but effective. tom watson tosiwmee
