I purchased the Q's at the open the day AFTER I received the bulletin. I paid 76 dollars.

QQQ opened at 76 3/4 on October 18th, so people who received the bulletin on the 17th after the close and bought as soon as possible would have gotten a price close to that. But given the range it traded in that week, I certainly would agree that a price in the 70s would not be a fair representation.
