Actually, it was Katherine Harris who certified the vote in Florida thereby making Bush the duly elected President under the rules that existed prior to the election. And the USSC merely confirmed that the method by which Gore tried to steal a victory was unconstitutional (7-2 vote) and that the "recounts" should cease (5-4 vote). JLA

Oh, absolutely, the United States Supreme Court declared Bush the winner. But he also got more votes than Gore in Florida, which gave him the majority of votes in the Electoral College. Get over it.
