That 175 basis point rate hike in a year was to burst the bubble. Greenspan does not want to say it in public, but the clear fact is inflation was not and still is not a treat. Now he will have lowered the rate by 150 basis points in 3 months by March. If he still feels Nasdaq is crazy, why does he undo the rate hike in such a hurry?

Most of the fear is not from the general public, it is from the CEOs.
