You can hold spending increases down. Cuts ain't gonna happen.

How many things have happened it our lifetime people said ain't gonna happen? What happened to your sense of wonder?

Dear Nadine: Yeah, thats why we still have programs dating back to the SPANISH AMERICAN WAR!!! Everyone keeps talking about amending the constitution for this and that. I say, if we are going to amend, change the law to require BOTTOM UP budgeting each and every year. A program should have to prove its need before being renewed. JDN
