Borrow and spend will increase the liquidity to the markets, that is a no brainer as anyone who maxes credit cards learns. It has to be paid back sooner or later (or cancelled or inflated away or something even worse). The threat of ignoring this great debt has tanked the market and it will stay tanked until sense comes back to the leadership.
