Dave,

If I started a memory company right now with no IP

I am having a hard time imagining a startup company with no IP. Maybe you can elaborate on this interesting new concept?

If I started a memory company right now with no IP to swap, do you think that all those MM's would be happy to give me their IP for free? Or would they license it to me for a fee?

With all the cross licensing in the industry, you may only have to get a license from one company.
For example, Nanya, (which was founded in 1995), is producing it's Dram, Sdram and DDR Sdram under license from IBM. Be interesting to know what IBM charges.
