I think you are totally correct.

Besides, I heard that Greenspan is going to raise rates at the next meeting.

The reason being that the Fed always like to make pre-emptive moves. Since the economy is most likely going to tank, the next phase is going to be recovery. Greenspan would most certainly want to do the right thing and raise rates so that the recovery would not over heated too quickly.
