(Other than the normal trolling for votes). Let's say you are convicted for murder and they tag on the hate crime bit. What is the added penalty? They don't like the death penalty, so I guess it is some form of sensitivity training a la A Clockwork Orange. Maybe force you to watch an ever repeating video of Al and Tipper's smooch at the convention.
