The Nasdaq is not the economy. The economic slowdown, as measured by consumer confidence, manufacturing orders and unemployment, started in November 2000. We don't know yet if we're even in a recession, we haven't had even one quarter of negative GDP, which is the official measurement.

Your FDR comparison is waaay off the mark -- the economy had been in a depression for three years when he took office in March 1933.
