More so than any other criteria, the continued success of China's economy is now inexorably tied to the US...

No doubt the effects of the weakening US economy provide China a not so gentle reminder of this fact.

I expect bluster and rhetoric versus tangible retaliation from China regarding issues that have been the source of conflict over decades and multiple administrations...

Well, you have a point there. I just finished listening to Xiaochu Wang, the China Mobile CEO at the ML conference. He said Mobile added 5 million users at the rate of 2.5 million/month in Jan/Feb, and that this high growth rate would continue, driven by the demand for wireless services in the booming Chinese economy - 7-8% GDP growth last year and expected to continue this year. OTOH, he also said their GSM network covered 600 million potential users right now, so they can accommodate 30 million/year additional users easily. He didn't say what kind of capex they were looking at to support that user growth rate.

So maybe 10 million/year for Unicom is doable, even from scratch. Heck maybe they can even do more.
