L.H: Illegals like drugs move to centres of opportunity created by demand from the established population. In Roman times the Slavs from Germany used to slip into Rome to do the less rewarding work. I do agree that the local Budgets are strained in providing social amenities. One of the easier ways to limit that expenditure is to mandate that the families/Corporations employing the illegal Immigrants must pay for those services on a flat yearly basis.
