When the government is in a position to propagate hate, such as was the case in Germany before WW II, and as with the Palestines, the Middle East, Cuba, North Korea, etc. today, it doesn't matter what laws you have on the books, the government will ignore them or get rid of them. But we do have war crimes and special prosecutions of individuals involved that can eventually punish and restore some integrity in the world. For the most part a faceless sovereignty hides the sins.
