I am talking about the perspective of the time. Their territory was on the reservation; the tribe was a sovereign nation; therefore, if they lived among whites, they were resident aliens. Use a little "historical imagination"......

Resident Alien is a political term. It is perfectly appropriate for a government to assign the term of Alien to someone that is not a citizen of that government. It is also appropriate for a government to assign the term "Resident Alien" to someone who is residing within the boundaries claimed by the government and under the rules of the government but who has not obtained the status of citizen.
