I suggest you go back and review Adenauer's attitude towards reconcilition and restitution to Israel.

It was the Jewish people who were against receiving foreign aid from Germany, perceiving it as "blood money". Unfortunately, they had no where else to turn in the early 1950's and were economically forced to seek "Shilumin" through the Treaty of Luxembourg.

They received over DM3 billion between 1952-1964, with another DM7 billion in personal indeminity claims.

And considering the fact that Israel was essentially isolated by diplomatic and economic embargoes levied against it by the Arabs, Russia, and anyone trying to maintain the good graces of the Arab(Oil) states, had they not accepted this restitution from Germany, they probably would have faced hyper-inflation.

So this "relationship" between Germany(EU) and Israel is nothing more than a reunion, IMO. Kinda like Germany sponsoring Israel as it's EU patron. But I have a hard time believing that playing the guilt card will cause EU states to truly and sincerely welcome Israel.

After all, Europe also has to deal with Arab states relative to their energy needs. And Russia is still struggling to maintain their current petroleum infrastructure and production.
