Your personal experience during the King riots brings up an interesting point. If we had similar race riots, in the future, would we be able to charge many of the violent participants' acts as hate crimes (if we had hate crime laws)? And, would the prospect of increased penalties help to prevent, or diminish, race riots in the future?
