This effectively is punishment of thought and speech. (For without speech in some form, how do you know what the thought is?)
Isn't this a violation of the perpetrators First Amendment rights?

Where in Constitution does it say "Congress shall pass no law abridging Freedom of Speech- -except in cases of hate crimes"?
