Memory latency is critical for many benchmarks, including SPEC. The low latency L2 on Coppermine gives it a big advantage over Athlon. Unfortunately for Intel, low latency CPU functions tend to limit clock speed. Is this the case with Coppermine?

Not exactly what I'd call high-praise. It seems like more of a grudging admission or backhanded compliment. AMD went with the low-latency on-die L2, and got 1.2GHz out of it. The P4 also has on-die L2 and is currently at 1.5GHz (if rumor is to be believe, soon to be at 1.7GHz). So I disagree with your assertion that the coppermine was limited by latency issues... I think it's more of a case of the coppermine being limited by the age of the P6 core...
