I'm used to politicians promising one thing and delivering another to the point where it doesn't bother me much.

I'm not surprised by it, but that doesn't mean it is not a bad thing.

Of course a foolish consistency isn't good either. If a politician promises something and then conditions change so that doing it would have horrible consequences then I wouldn't bash him for breaking his promises. However in this case I can't see how conditions (even political conditions) could have changed that much so quickly.
