I get the impression that Chambers is getting desperate, and needs some scapegoats. The rumor about Cisco buying back its stock was particularly laughable. If Cisco used ALL of its cash to buyback stock at $20 per share, it would be able to retire less than 3% of its outstanding stock. Of course, a good deal of this cash will be needed to finance ballooning inventories, employee cutbacks, and vendor financing defaults.
