I don't think it should be subject to a vote - I've been wondering what the effect would be if it was set by the free market? Then I think about how many people believe that Elvis is still alive, that aliens take people up into spaceships and do weird things to them, that thought that amazon.com was a great buy at $400, and I think maybe we are better off being regulated.
