Art-- A tax cut would do little for the economy on a dollar basis but would do a great deal for the mind game the mkts need. If Goofspan would follow Japan and go with a zero interest rate it would do nothing for the mkts that would be sustained. At this point anything and everything that could be done would have little effect on the economy, mkts, or consumer. The loss of faith in the ability of the FED will take a decade or replacement of the headgoof to slightly recover. A tax cut would have such a slight effect on cash available it will make only a minor difference. A cut in the tax rate will have little effect in the mkts. We will get 50% and it will mean nothing like the lsast one,,, actually last 2. We are in the hole for approx a year until there are some rises in EPS.
The problem with our govt holding back the tax cut and saving for a rainy day is politicians! Everyone is drooling and thinking of how they can get a huge portion.
