Ah, see that's the point. IMO, no IDEAL system can work. Public meetings just means that they aren't behind closed doors. That is how law is made now and it is a perfect environment for quid pro quo. Most of the "public" part is virtual public.

I don't see how something that is structured with this kind of visibility could get into too much trouble. Maybe getting nothing done isn't all bad. Let me illustrate.

I have a plan that motivates me to punish you for some reason that you don't deserve. I have a committee hearing to address whether you should be lashed or fined. I think you could easily see that government paralysis in this case isn't all bad. In fact, the longer the decision process takes, the better off you are.

Government is like that. When they make a choice, it is frequently wrong or done for sneaky reasons. They need to make less choices for us (which tend to be wrong) or they need to be really open about the choices they make (making them subject to scrutiny). That's all I'm proposing.
