One thing to keep in mind is that the regional banks didn't always use to stay in line with the policy makers back then.

The FED's lowering didn't help much and so that aspect was no big deal, but that nominal raising really knocked the hell out of trust and expectation. The Democrats are determined to repeat something like that this time too.
