When graft is used, alternatives which foster economic growth may not be fully explored. Graft goes into an individual's pocket and when that individual leaves power, the utility of that connection comes under question or disappears. Only by developing intermingling commerce does the economic growth become more assured over time, allowing greater investments into an economy. Graft is a stagnant form of tapping into an economy.

For example *without graft, or with minimized graft*, QCOM needed to rely upon technology transfers to obtain high-up Govt approval in China....hence the high-level meeting with MII and Premier of China and Dr.J, after the initial postponement of CDMA introduction, which postponement was a result of the MII blocking access by CDMA (ala Russian Minister). I hope it is clear that by requiring entangling alliances rather than graft the QCOM story is benefiting, the Chinese People are benefiting, and Closed Markets will begin suffering unmercifully as their Hallowed Handset Maker gets trashed to the max, because reliance upon graft or closed markets removes the competitive edge for technological dominance, ala GSM Guild marketing model. Getting woven into a country's economics picture is superior to any other form of diplomatic persuasion because it is reliable and it is renewable.
