re: Anytime you water, regardless of reclaimed, there is evaporation. The resulting water vapor is not necessarily returned to the ground water.

Reclaimed water is sewage water, yes you lose a little to evaporation, but most is returned. A lot better than using fresh water from the aquifer, which is what most folks are doing when they water their lawn.

I know it's a stretch, but golf courses also provide open space where the rain water is returned to the earth, rather than turned into run off from roads, parking lots... They also provide less dense housing.

But your down with people is also a great strategy, close the borders.
