Ben: Yes. When the Russian "mafia" / government [sic.]decided that there would be no CDMA IS-95 in Russia following the celebrated Qualcomm "spy" incident, many many moons ago, there was a small loophole left - WLL - and specifically where the so called "progressives" (whatever they are) had some influence - such as St Petersberg.

Again, the whole situation is tragic, and the glimmers of light, such as WLL, small.

But this is so unstable and absurd that it is not likely to stay in place forever.

Yet, who knows when a breakthrough toward reason and reality will happen?

Later seems more likely than sooner.

And the Russian people lose, but so what is new about that?
