I don't think that a conspiracy is occurring. Instead, I call it politics as usual. There's nothing secretive about each political party having a strategy to push it's agenda and to do it in a way that is sometimes less obvious to the public.

Politics, in my mind, is a word best defined as the art of deception.The boogeymen have been replaced by spin doctors and there is no secret about that!

Someone who was once a Chief of Staff for a member of the House of Representatives told me that is how it operates. When a "hot button" issue like abortion or flag burning is being pumped out in the press , it's time to pay close attention to what is happening. So, someone has talked so it's no longer a secret!
