I think you may find that the 1929 90% margin rule applied only to a very small number of stocks, basically a few IPOs. I read a detailed history of the Crash, and the author was surprised to find that margin was essentially the same as it is right now. Which ought to make the Crash even more disconcerting, since margin leverage wasn't much of a factor.
