i look at it in a different light....he was acting on numbers provided by the clinton administration that showed a robust economy....remember "it's the economy, stupid"...and that mantra was the only one going forward that could keep the democrats even close in their attempt to hold the white house...

i posted a bit back that the fed reacts on stale or inaccurate numbers provided by the government...difficult to fine tune an economy with unsubstantiated data that is gotten via surveys and samples...

not saying greenspan knew or did not know...but the real responsibility is at the feet of the federal government who has the ability to control the fed reserve, and if required, abolish it with the sweep of a pen, much as they created it in 1913....
