The simpler answer to that question is that it is usually best "to go with the trend". They say:"The trend is your friend".

If you accept that premise as correct, then you may be able to understand that is best to wait "for the trend to be established".

According to Jesse Livermore: "if you begin right you will not see your profitable position seriously menaced and then you will find no trouble in sitting tight."

According to him:"A man should accumulate his line on the way up. Begin with 1/5 of his full line. If that doesn't show him a profit he should not increase his holdings because he has obviously begun wrong; he is wrong temporarily and there is no profit on being wrong at any time"."It doesn't pay to start wrong on any thing".

That is why is best to try to get the right "entry point".

Going back to NEOT, you can see that on a daily chart an "up-trend" has not been established yet:

Of course if you are looking for the "short swings", then of course the time to buy is when the price and the short term average crosses above the longer term average:
