Laptops
It has nothing to do with the laptops per se.
It's Windows95/98 waiting for some program,
running in the background that doesn't respond
to Windows at shut down to say "OK I'm done" so
Windows is waiting for a reply.
Virus checkers and video drivers are the usual
suspects also the "automatic powerdown" background
programs.
Dell tech support should be able to help with this.
Have you ever flashed your BIOS to a newer version.
If it's old Dell has those files available.
