To be guided, such as Clinton was, means that he checks his judgement against that of all the people who are going to be affected.

Again, you are naive if you think that:

1. Polls are not designed with an agenda in mind.
2. Polls represent the "judgement" of all people "affected".
3. Any other than simplistic people answer the simplistic questions in polls.
