Bill, here you are confusing ethical with morality. His administration could have been the most ethical while his personal behavior lacked sufficient morality to please the Republicans. Keep in mind that it was the Reagan administration that had to pardon a Cabinet member (Casper Wineberger) for complete ethical misconduct.
