I am probably in a minority here but I am convinced that it is always a mistake to target innocent creatures as a military strategy. Saddam and what ever regime supports him should be the only targets we are concerned with. It is do-able. We simply increase the position of the no fly zone and make it a no fly, no roll, no walk zone for the regime.
